Nice hate controll and dps high enough to be able top dps at any t3 boss fight.
No gold Perks, but silver Deadly Draw is nice.
Combo order: Armor Ripper -> Deadly Draw -> Penetrating Shot -> QS -> Deadly Draw -> Penetrating Shot.
Armor Ripper with Upper bonus (torment apply). DD, PS with both. Bonuses for QS depends on cooldown on Deadly Draw.
Linebreaker for Kepper adds control or with Sharpened Advantage and lower bonus to see high dmg number^^

Thanks for the build. Very interesting. Did adjust my build a bit. 
How is it with stamina in sustained fights. I assume with raids it is less of a problem due to the group set up.
But how are you getting along in a group setting or a non-optimal group set-up ? Haven't yet tried out "vigor", so can't really judge it myself.
At present I still use "master trapper" and cycle through my 3 traps usually giving me approx. 10s damage bonus and 10s non-bonus time. Disadvantage is that I would need to be in close ranger of a target otherwise I'm missing out on the bonus and the 3 points are semi-wasted.
